Configure Hampel screening for one derivative order.

Parameters
orderWhich derivative to filter (1 = velocity, 2 = acceleration, ...)
windowForwarded to HampelFilter
threshold_madForwarded to HampelFilter
max_consecutive_rejectionsForwarded to HampelFilter

Not called for every order by default: velocity is often usable unfiltered, while acceleration and above amplify noise enough that a spike guard is usually worth its added lag. This is the caller's decision per order, not a channel-wide default.
